About CECs CEC Overview Community Education Councils, created by the New York State Legislature, are the local bodies responsible for ensuring that public school parents and the public have input in educational decision-making at the community school district level. There are 32 CECs in New York City, one for each community school district. They have jurisdiction over the public Pre-K programs, and elementary and middle schools in their district. Additionally, there are four Citywide Councils, specific to high schools, Special Education, English Language Learners and District 75 Special Education. CECs operate independently of the New York City Department of Education ("DOE"), and act as liaisons between the public and DOE. All CEC members are volunteers, receiving no compensation for their work. What does the CEC do? CEC responsibilities are established by state law and implemented by the Chancellor's Regulations. They include: Approving school zoning lines Holding hearings on and submitting recommendations for the annual capital plan Evaluating the community district superintendent Reviewing the district's educational programs Holding hearings on DOE proposals affecting individual schools within the district Providing input to the Chancellor and the Panel for Educational Policy on district matters Who serves on the CEC? There are 14 members on each CEC: 9 are parents or guardians with children attending District 2 elementary and/or middle schools; 1 is a parent or guardian attending a District 75 school within District 2, 2 are appointed by the Manhattan Borough President; two are district high school seniors appointed by the community superintendent. The 10 parent/guardian members are elected by parents and guardians of students in the schools that we serve. At least one parent member must have a child with an Individualized Education Plan (IEP) and one must be the parent of a child receiving English Language Learner (ELL) services. All members serve a two-year term, except for the high school seniors. 12 members are voting; the high school seniors are non-voting. How does the CECD2 operate? Meetings are held every month, at various district schools or on occasion at 333 Seventh Avenue. Calendar and working business meetings are held on the same evening. The calendar meetings solicit and encourage public comments on issues important to District 2 families. At working business meetings, the council discusses its course of action in addressing various issues. Special meetings are scheduled as needed. All meetings, including committee meetings, are open to the public. Each CEC member serves as a liaison for a group of schools to maintain communication with the PA/PTA leadership and the principal. Members may attend PA/PTA and SLT meetings at their liaison school to keep abreast of relevant issues. District 2 Geography: Community School District 2 extends from the tip of Manhattan to 59th Street on the west side and approximately 96th Street on the east side. Roosevelt Island and Governors Island are part of District 2. The area south of 14th Street and east of Fourth Avenue/The Bowery is in School District 1. \ District 2 serves 33 elementary/middle schools (K-5 or K-8), and 20 middle schools (6-8 or 6-12) serving over 25,000 students. 2025 CEC Elections: The CEC Candidate Forums for District 2 were held in April 2025. Candidate Forums are the best opportunity for the community to meet the candidates running for a council seat. Forums are organized by the district and borough Presidents’ Councils, in collaboration with the Office of Family and Community Empowerment (FACE) . Common NYCPS Acronyms/Definitions We know that there are MANY acronyms and definitions used within the New York City Public School System. Here are what many of them stand for or mean (with links, when appropriate): CCELL – Citywide Council on English Language Learners CEC – Community Education Council CCHS – Citywide Council on High Schools CCSE – Citywide Council on Special Education Charter School – A publicly funded, independently run school granted greater flexibility in its operations. CPAC – Chancellor’s Parent Advisory Council . Comprised the 38 Presidents’ Councils or their designees. CR - Chancellor's Regulation CTE – Career and Technical Education District 75 – D75 provides citywide educational, vocational, and behavior support programs for students who are on the autism spectrum, severely emotionally challenged, and/or multiply disabled. There is a D75 Citywide Council. DLP – Dual Language Program DLT – District Leadership Team DML – Division of Multilingual Learners DOE – Department of Education ELA – English Language Arts ELL – English Language Learners FACE – Division of Family and Community Engagement G&T/TAG – Gifted and Talented/Talented and Gifted ICT – Integrated Co-Teaching (also called “inclusion class” or CTT: Collaborative Team Teaching) IEP – Individual Education Plan NYCPS - New York City Public Schools OLA - Office of Language Access PA/PTA – Parent Association/Parent Teacher Association Para – A paraprofessional is a classroom assistant who may work with an entire class or one student with a disability. They are not certified teachers. PC/Parent Coordinator – A member of the school staff that is the liaison between the parents and the school administration and teachers. PEP – Panel for Educational Policy . The PEP consists of twenty-four (24) voting members: five (5) members, one member appointed by each borough president of the City of New York; five (5) members, one from each borough of the City of New York elected by Community Education Council presidents; thirteen (13) members appointed by the mayor of the City of New York; and (1) independent member who serves as chair of the PEP and is selected by the mayor of the City of New York They are the de facto School Board. President’s Council – Comprised of the presidents of each district’s PA/PTAs. SLT – School Leadership Team. A group of parents, teachers, and administrators that writes and updates the CEP (Comprehensive Educational Plan) each year and confer about curriculum and Title I – Schools designated from the Federal law authorizing extra funding to high poverty area schools with students who need academic help. < Back District 2 Coffee & Conversation: Hell's Kitchen Date : Friday, October 18, 2025 Time : Starting 8:45 AM Location : PS 51, 525 44th Street, New York, NY 10036 Please join D2 Superintendent Kelly McGuire and his District 2 team for a "Coffee and Conversation" get together for the Hell's Kitchen Community. This is a gathering for the PS 11, PS 33, PS 51, PS 111, PS 212 and D2 Pre-K Communities. Superintendent McGuire and his team will be having these events for various communities throughout the year. The event is on Friday October 17 from 8:45am to 10am at PS 51, located at 525 West 44th Street.
